Is it open or not? Sign outside says it is, Tues - Sat 11 - 4. Waited on Tuesday til 11:15. Nobody showed up. Pretty lackadaisical way to do things

There is a sign on the door that reads as closed, the sign has no open hours. I arrived on a day/time it was supposed to be open as so many others have, and it is not open.
